The manual says that the only adjustable screws are the idle screw, and the pilot screw. So im not sure where you're getting 3 screws from? Here are all the settings in my manual for 100cc air cooled engines.

carb type-dellorto PVHA 17.5
Pilot screw-1 and 3/4 turns out
idle speed-1600rpm
starter jet-65
pilot jet-30
main jet-83
needle (clip position)-2nd notch from top
float height-not adjustable
