Painting chrome

Painting chrome sounds a bit like a euphemism I know
I haven't managed to find a decent cafe type forum so I wonder if anyone here can help me...
1. How do you prep a chrome mud guard foreinstance so that it will hold paint?
2. In the same vein, what is the best way to prep shiny steel wheels before painting?

You need to rough it up with some fine wet and dry and then coat with etch primer.

If you want to paint spoked wheels it's the same thing but i'd rather have the rims powdercoated then relaced.
