If I were a traffic warden, which I'm not - although based on what I'm about to say I do think I'd be qualified - I'd just give you a ticket. Then you'd have to spend your time and your effort challenging it, filling out the forms. In my defence I'd simply say that your ticket is not clearly displayed because it's hidden amongst the others.
