How long is ham?
What exactly did you ask them?
What exactly do they mean by "mod2 is gonna cost"?
I'll assume that they mean that you give them £135 and they book the test for you and provide a bike and an instructor for (say) 2 hours. Mod 2 costs £75 to book, so they're asking £60 for 2 hours bike hire and instructor time. That's reasonable.
However, I really have no idea, since it doesn't make a lot of sense to just talk about the costs of mod 2 on a hire bike. What about mod 1? Do you actually want any training beforehand, or are you going to trust to your native skill and cunning?
If you want a useful answer, you need to provide useful information. ____________________ Biking is 1/20th as dangerous as horse riding.

That's normal; they are a school after all not a plant hire place!
Why would they want to rent you a bike to do tests and save paying them for their course? Bit like going to a mechanics and asking how much to rent a socket set, to save paying them to fix your bike.
Tests are £15.50 for self booked Mod 1; £75 for a self booked mod 2 (during normal hours on a week-day) & £31 for the (MOTORCYCLE) Theory you MUST have passed before you can do either practical.
If you dont want to pay for a training course, then only alternative is to beg/borrow/buy a bike to do them on. And buying something sensible you can flog off for near what you pay for it, and only buying short term, month by month insurance, might not be any more expensive... you'll get a lot more riding time for your money, but possibly very little 'know-how' either riding, surviving or passing tests, other than what the school of hard knocks teaches.... often through shear pain.... So useful to get SOME training, even if you have your own bike. ____________________ My Webby'Tef's-tQ, loads of stuff about my bikes, my Land-Rovers, and the stuff I do with them!
