This seems to be a bit rum.

TLDR
A chap from a council said that the council geotracks its equipment... but doesn't tell the employees that its also tracking them by proxy.

It's not different to a company tracking vehicles. They dont' have to tell the employee's anything about it but they can't use any information they gather against them unless they were made aware they're being tracked.

Seems fair to me, assuming it's company property and not their personal phones.
