Your bike needs to be legal. You need L plates. Ergo, make sure that you have both of your L plates.
You should have them both on anyway. I think someone said you can get levied with 3 points for each missing L plate.
Edit: For location they must be clearly visible and show the entire full white border and red L. If you have to cut it to fit it, it's not legal. You can get away with it, though.
