No claims only valid from 17?

I've been getting quotes on bikes for after I pass my test and some insurers say I can only use no claims earned from age 17.
Is this true because I've got 1 years no claims from when I was 16 on my 50cc ped, so I'm going to be a bit annoyed if I can't use that.

Tossers will probably argue it wasn't motorcycle no claims but a moped which is a different class, same as most won't transfer car no claims to a bike and vice versa. Just another way to make more money really.
