peugeot speedfight 2 100cc

Hi my name is mike iv just bought a secondhand peugeot speedfight2 100cc but have been having problems but have no clue about bikes so any help would be greatfully recieved

problem 1 it lacks power going up hill/at traffic lights/general pulling away

problem 2 is the fuel is going really quick

it starts up no problem but when i end a journey in i slow down it just cuts out on its own

i have found myself doing the flintstones run when at roundabouts ect but sometimes going up hill the power kicks in and it flys just dont understand ????????
