I would wager it has been bought as an investment only, much like famous artwork.

And there you go... you too have fallen into the hype trap. Ferrari didn't give David Kay's bike an official sanction, they gave him permission to use the logo on a one off project. 'Documented correspondence' is pushing the definition - it's one letter signed by an, at the time, new and inexperienced exec.
The bike is not particularly good. The provenance is pushing a story over reality (it's a custom bike with Ferrari art and a letter). There's no surprise it failed to make the £180k they were after in '08, there's no surprise it hasn't sold on eBay since then for an ever decreasing price. There is a surprise that it went for £85k when a much better investment piece would be a Duc RR or any number of bikes that have genuine interest.
Also note the bike made £85,500 (incl buyer's premium) so more like £78,000 instead of the £100,000 reserve - most people were not suckered in, but one or two dumb buyers with more money than sense spotted the Ferrari badge and were suckered in.
In short: there are a lot better assets to put your money into than a custom bike and a signature.
