Kawasaki kh 125A front brake problem

Ok so I have come accross another problem, at first the front brake which is (disk, cable operated) was seized. After taking it apart and freeing it off it doesnt seem to move when you pull the lever on the handlebars? The pin thing in the middle of the caliper doesnt go in and out when pulling the lever, but It seems to be springing back and turing how it should?

Does anyone have any idea how the front brake caliper works on these bikes?
