Aprilia help needed.

Hi, I'm new here and would like some technical advice,
My 2009 RS125 full power model isn't revving over the 8000rpm range for the power valve to kick in, it does it every now and then on idle but under load its a no go.

Ive had the blade cleaned and 3 hours spent on it at a dealership and its still the same, piston rings were changed last week as its hit 7500 miles so thought id get it out of the way a lil early.

Ayways can somebody tell me what this is in the picture and why its been wired directly to my positive on the battery, its on the left hand side under the tank. thanks.
