Hi there I'm asking this for my dad and his teapot.

It's not been starting recently and he's popped in new spark plugs but no joy. Upon changing them he could see his face reflected in a pool of petrol at the bottom of the air filter housing.

Any thoughts?

Well, is it clearly petrol?

Does he have his tank drain hose connected to the air box at all? Or a leak in the tank?

It is very likely to be oil with a bit of petrol in it since the engine breather feeds into the airbox. The smell of petrol in there is normal. The older GSXF seem to be prone to carboning up the plugs if they take too long to start up. It might be worth having a look at a couple.

Try starting it while spraying easy start into the airbox.

Could be shit stopping the neddle valve closing and fuel overflowing into the airbox. Saying that the tank vacume should have stopped this but that could also be a fualt or the tap is left on prime.
