I sent off for my provisional, with the 50 quid cheque.
They've sent me back a license and a couple of days later - a payable order for 30 quid.

Now, years ago - late 80's I think - I had a provisional license during my failed attempt to learn to drive a car (discovered I hated cars). Long lost, lapsed, photoless, paper thing - God knows where it is. Did they spot that ancient application and treat this as a renewal or something? Or do I need to contact them and tell them they've made a mistake?

Why would you tell them they've made a mistake?
You said they sent you the licence... Very Happy

Not sure of you're case.
But last year I had to send my licence in to change it to the new photo card,and to have Prov A added to it.Oh I had to change adress on it aswell.
Sent a Cheque of for The £20 I thought they needed.They cashed that,and I got the new photocard licence back,with all the entitelments on it,the a week later I received a DVLA cheque for £20.
So maybe like me you didn't need to pay what you paid and got some back.

As you had one before they would have just issued a replacement / renewal
these cost 20 quid and the 30 extra would have been refunded.

Just because you haven't physically had one, since the 80's you would
still be on the system, as a 'licence' whether full or provisional is valid
untill you're like 70 I think.. its just the new photocards have to be updated
every 10 year's now.

The dvla aren't as bad as people make out to be.

Much the same as passports, once you've had one, even if it expires and
you need another one 10 year's later, you can just get a renewal, and not
have to reapply for a 'first passport'
