Right, trying to word this to explain without adding confusion;
Day you 'qualify', is when you pass last test, which will be Mod 2.
Licence you will get, will be whatever the entitlement awarded for last test you do day you pass.
SO, Pass Mod 2 this month, on a 125, you will have qualified under current test rules, and be granted full A-Group entitlement with two year 33bhp restriction.
After January 19th, pass Mod 2 on a 125 you will only get an A1 - 125 only licence.
As for the validity of Mod 1 cert, awarded before January 19th.....
technically you are supposed to complete both mods on the same class of bike.....
If you took Mod 1 for an A1 under current rules you could use a bike under 120cc, after Jan will have to be a full 125 as current A-Restricted rules.
I would imagine, that as A-Restrict dissapears, they will allow Mod 1 certs passed on a 125 to be counted towards an A1 licence under new rules.
I would hope that mod 1 passes on 'sub 120' machines under current rules, will be honored for A1 as cert was awarded under 'regulations in force' and cert still in validity.
However what they WONT do, is say, 'Oh you passed Mod 1 before Jan 19th... so do your Mod 2, and we'll give you the A-Restrict licence' ____________________ My Webby'Tef's-tQ, loads of stuff about my bikes, my Land-Rovers, and the stuff I do with them!

Not in stone, in a Directive, 2006/126/EC. It's 19th January 2013, no wiggle room.
As Mike says, you'll need to get your A <= 25kW license by then, or it's 3rd Directive tests for you. I haven't heard any suggestion to the contrary.
There's a chance that we'll be back to a single on-road test by then, by the way, so keep an eye on that one. Don't do a mod 1 just before we switch to a single test! ____________________ Biking is 1/20th as dangerous as horse riding.
