Multi meter batt - after that were talking double check connections before we enter the horrible ignition electrical system of utter madness ! Thumbs Up

Check for corrosion where the starter solenoid is located because if there is a poor electrical connection your flashers may not fully power up due to that four prong connector that plugs into the solenoid. Spray with WD40 those connectors to the solenoid while switched off!

Check to see if the flashers work bright when the engine is off/on, as that will tell you not enough power is getting through due to a poor connection when off because I had a problem like that with LED indicators not being bright while the engine was off in an earlier bike of mines.
