Did you get the valves done in the end? If not, probably best to get them done before any carb fiddling.

I had a h1 a while back and found new plugs, aftermarket filter and an oil flush made a surprising difference. Also found the pipes to the fuel tap could kink easily although that could have been my bro in laws work. Mine flew like a banshee when i finally sorted the pipes out. Needed some effort but for a 22 year old bike she surprised. Just kept eating alternator belts so had to sell.
For the plugs in the air box you may be able to get them from either a breaker or ebay but mine was missing some with alternatives wedged in place. Amazing what fits.

That's not always a good sign. Slightly loose valve clearances are better than tight ones. If they're tight they can burn out the valve seats and cause a loss of compression.

ffs man, do the bloody clearances,
zxr's never get loose tappets*, they get tighter and tighter,
then you get a valve that doesnt seal, then you get a melted valve,
as above, a bit of rattle is no bad thing, too quiet is too tight,

* when i say tappets, i dont actually mean tappets
