Similar situation to Dumbarse 'cept I want to dispose of a vehicle. I bought the bike 16/08/12. The bike had been stood off-road for a little over a year prior to my purchase. The bike was not taxed during this period and may or may not have been SORNed.
Anyways, during the last few weeks the bike has been parked in my garage, untaxed and unSORNed. I have the new keeper supplement but no V5. The new keeper supplement has my details entered on it. Can I simply cross-out these details and insert the new new keepers details in order to tax it and register a keeper change?

you bought a bike, the seller gave you the new keepers slip and sent the V5 off to the dvla?

or did the seller have the new keeper but not the rest of the V5?

The seller had and completed the V5 in my presence. Whether or not he sent it off to DVLA is another matter. All that I have is the new keepers supplement which will soon be redundant.

well its in the best interest for the seller to send off the V5 to the DVLA because its their responsibility until the change is made on the DVLA systems. They would be responsible for tax, any tickets, fines or other stuff would be sent to them because as far as the DVLA is concerned until they are told otherwise the seller is the registered keeper.

best thing you can do is ask the seller if the sent it off yet.

it can take up to 4 weeks for the DVLA to return a new V5 to the new keeper though. so it would seem that it has "got lost" or wasnt sent off.

if you call the DVLA the will probably be able to sort something out if you have the new keepers slip and its signed by both you and the seller.

doubt you will be able to tax the bike with the new keepers slip due to it being 2 months ago when you bought the bike.

TLDR: call the DVLA see what they say

I had the same problem. Ring up DVLA or even email them, I did the second option. Got a phonecall to say they were looking at my problem and then a letter to say when I should receive it. For once the DVLA did what they said they were going to do!

Also if the v5 new keeper part hasn't been stamped by the post office you can use this once then they stamp it. But you can't cross out details.

If the new keeper supplement has not been stamped, it is valid for taxing the vehicle for 13 months, but only at a DVLA local office. You would also need insurance of course.

If you go into the local DVLA office and explain the situation, I'm pretty sure they'll be able to help you somehow.

Long way round would be to use a V62 and the supplement to get a new V5 in your name, then proceed as usual with disposing of the bike.
