It was interesting how Ian Tomlinson's killer PC Simon Harwood, with his record of psychopathic violence was remployed by several police forces.

The press kept calling for recrutiment procedures to be tightened up.

They were all asking how his recruiters could have overlooked his record, and how he could have been recruited despite having a record of uncontrollable violence.

They all missed the obvious point: he was recruited by the police not depite having this record, but because of it.
