Electoral roll search

Hi, is there any way to search the electoral roll for free?
I am searching for someone, i have tracked down the town they are in but i cant get their address without paying out. It might not even be the right person so i'm hesitant to spend out.

Nothing dodgy going on, its just someone i havent seen for a very long time and could do with getting in touch again.

Anyone help?

AFAIK, If you go to the council office, where the electoral role is held, you can view it there. You can write down any info you like but you can't make electronic or photo copies.
