My front tyres reaching the end of its Life.
99% of my riding is commuting at 40mph or less, with the very occasional long run at crazy speeds like 60mph! So what's a good tyre choice? Atm I have a Dunlop Sportmax D207F.

A Pilot Road perhaps, but an expensive dual compound PR2 ST tyre seems like massive overkill for low speed bimbling.

To be honest you're not going to use all the ability of any tyre with that kind of riding. So I'd get whatever sport touring tyres are around cheap. Pilot road, Bridgestone BT-023/022/021/020, Avon Storm ST, Continental Road Attack, Dunlop Roadsmart. Probably missed some!

I'd personally get something slightly worn on ebay (2-3mm tread isn't really worth it but 4-5 is) and get it fitted for £5 taking the wheel into my local bike shop.

Never really bothered with matched tyres, but if you can get the same brand as what is on the rear that's always good.

I have Dunlop Qualifiers on the Bandit at the moment.
The majority of my riding is commuting on urban roads, so similar speeds to OP
I'll happily have another set when the time comes... probably early in the new year

I had a qualifier on the front of the zzr when I got it and frankly found it pretty wooden compared to the bt-023 that replaced it. Especially when cold and wet. More of hooning/track day tyre than a cold wet winter commuter tyre in my opinion.
