The last shot of the PM went back to the beginning of the film from how I was told in what would of happened. Basically what's interesting is the fact the main ethos of the film is about greed. If the country went to war the big banks ie RCB and the petrofex company all get money and profit that could be gained from the war! So it was down to the prime minster to come up with the evidence that the plane wasn't blown up on purpose, although he wasn't entirely sure. Something to do with the catalyst being damaged before loading on the plane hence the photos.

It's basically what's happening now and in the past in this country. We go to war because it made George w Bush look good and doing the right thing despite no evidence of WMD. The film is basically trying to portray the real life events of what really goes on behind the government.

Typical government really!

I did wonder if they were trying to sugest this is the kind of machinations that lay behind Blairs decision to go to war in Iraq. I just didn't understand the ending and the PM asking for a vote of no confidence in his own government. Presumably it ends with war, but I wasn't sure.

No, it didn't end with war. When Dawkins (the PM) asks the opposition for a vote of no confidence in his government, he's basically handing power over to them. So he brings down his own corrupt government, ends his own premiership and avoids Britain going to war.
