So it's for work. We plan to call each other through Skype. The PC (Speakers) need to ring loudly, but also the headset must be plugged in (Once that is done, the sound only goes through the headset). Anyone have any ideas if there's anything that can do that?

I think most USB headsets will do this. I have a Logitech one that allows me to chose exactly what sound comes from where.

OK so this is through the free calling/video call bit yeah? It is going to be branch to branch calls.

Skype, by default, rings on all audio outputs, and tries to be clever about selecting the right pair of input / output for actual talking. The General / Audio settings page in Skype lets you choose more specifically.
