125cc Wont start!

The problem started since it started getting cold (I live in UK)
It keeps turning over but it will not start. Eventually sometimes it starts but usually battery dies before.
I have changed Spark plugs, spark plug lead, automatic choke and still no luck. I have also tried a different battery. When the battery does die, i tend to use jump leads from a car, and that gets is started pretty quickly (depending on how long Ive tried before battery died) but I still need to hold the acceleration so the engine wont die out. It runs fine when I start riding.
Also when I try to start the engine and it wont start, I start smelling fuel.
