Bikes have always been free on both the new and old Severn Bridges.

The only information I can get is its now free, when did it change and by who?

I meant the old bridge

When I used to go over the old bridge (1990s) it was free, but the toll keeper would ask me to ride around the loop detector as otherwise it messed with his vehicle count/takings record.

All fees are controlled by the severn bridge toll company, the government has no say in it. Hence why it's stupidly expensive and is responsible for the UKs IT industry not extending into wales despite it occupying the rest of the M4 corridor.

Think its always been free Very Happy
you still have to wait for the barrier tho as I followed a girl on a bandit over the new bridge and as I wasn't sure how it worked I pulled behind her at the barrier only to be told to wait while she went and the barrier comes down again Rolling Eyes .
but yea good feeling when everyone is digging for their wallet in the que lol.
also free if you have a blue badge (disability) as I tested last year with the caravan on tow Laughing (would have been £12 or something for galaxy and caravan) as my missus is disabled.
nice to get something back for a change. Thumbs Up
