That wasn't a wire, it was a thin piece of plastic tubing.
That nipple is a vacuum stub and if the hose was just pulled out, it's left the vacuum stub open to the air. The engine will draw air in through it and run lean as hell on that cylinder. Could potentially even hole a piston.
You need to cover the stub over with a little rubber boot designed for that purpose called a "vacuum cap".

That said, the normal way to fit a scotoiler to a hornet is to tap into the vacuum hose to the fuel tap with a T-piece. If this is the case, chances are the bike won't get the chance to run lean as the fuel tap won't open. You'd need to either replace the hose or take the T-piece out and rejoin the hose with a straight tube.
So. It might start but you shouldn't try until you've sorted it out.
