One of 'em got up and ran fast enough. The rider could not have been surprised that was going to happen, there were two cars and neither had anywhere to go, why did he not just try go between them.

I'm going out on a limb and saying, because they are stupid.
They are riding a probably stolen bike the wrong way up a tunnel being chase by police. Don't expect either of them to be MENSA.

He panicked and hit the brakes, losing control.

Scum.
