Time Limitations For Loading/Unloading Goods.

I am due to make an appearance before magistrates shortly for an alleged parking offence.
The alleged offence involves one of my company vehicles supposedly being parked in an on-road pay and display area for too long whilst unloading.
What I need to know is whether or not there are national time limitations for loading/unloading that are set in stone or whether local councils can just make them up as they feel fit.
Any help with relevant legislation would be muchly appreciated.

I had been informed by a few places i've worked that you get 20 mins loading / unloading time on double yellows and loading bays

how true this is, I have no idea but I've never had a problem,

the same was true of on-street council run parking in Reading city centre provided I was visibly loading the vehicle,

as such the boot was left open and I'd occasionally pop out with a box of stuff and bring another box (that I'd put in 10 mins previously) to extend my time while staff finished packing my load.

My mate owns a garage and the council decided to paint double yellows all along the road outside, hes spent a fortune in tickets and swears the wardens lie in wait until one of his recovery vehicles parks to unload. Hes in the middle of fighting them now through the courts.

Parked up in a loading bay this afternoon while i popped in to see the missus in her office.
Came down for a smoke about 5 mins later and the traffic warden was just standing there next to my bike, looking all gormless.
I walked over, still in my bike gear, and said "Nice that, innit".

He said some stuff to which I replied, "I am loading. I am on a document pickup from xxxxxxx"

He said some more stuff which included "if we dont see the owner of the vehicle return to or actually loading within 10mins of a warden being there then a fine is issued regardless of if you were loading or not"

Liverpool County Council btw.

If they're demanding money from you, that's civil and balance of probability.

If they're trying to get you fined, that's criminal, and beyond reasonable doubt.

Make them make their case.
