Thinking of wiring in some LED running lights with some sort of modulator to make them blink slightly not flashing but similar to how those things on bikevis work.

Anyway, it says 0.8 watt/ 60ma draw.

Can I just splice into the side light wire to power this? Or would it be better to use the side light as a relay switch and hook it directly to the battery?

0.8W isn't going to bother anything, connect them into any circuit you like.

Easiest way to make LEDs flash is to run them in series with a flashing LED. They will all flash in time with it.
