I agree with Moo. Get them to apply for a new log book first. If they have a problem with it walk away.

As a sign of good faith. Ask them to apply for a logbook, tell them IF they get one you are keen to buy & are prepared to wait for the logbook to turn up, otherwise you will go elsewhere. meanwhile you might like to do an HPI check on the bike while you wait

That doesn't mean anything if he isn't the registered owner. The DVLA will write to registered owner in case they object. Not saying it's nicked, but it could belong to an estranged family memberor friend, work mate or you know, be nicked.

Would I buy one? Would depend on how much I cared about the money paid for the bike.

If it was really cheap, say £100 or so, I'd probably take the risk and then apply for the logbook at a later date. If it was more expensive then there's not a chance I would risk losing that much money.

just get the reg and frame number and phone your local police, they should be able to check if its on a stolen list

as said as the seller if he will apply for a new log book , if he mumbles excuses, walk away or if the price is low enough go with your gut

you can see more than we can, and make your own call on the folks your dealing with
