My friend has an old driving/biking licence, he passed his test in the late 70s.

His insurance is asking for his licence, but he has no idea where it is. We thought no bother, let's just apply online for one with his passport number. I guess we were naive to think it would be that simple with the DVLA.

When we try do it online, it asks for the address he lived at when he passed his test... we've tried all the ones he can think of, to no avail. Called them up and they said we have to do it via post. I can see it being a big problem - how are they going to verify he is who he is and find his driver's record? What if they've lost it?

He had a responsibility to update their records every time he moved house so that's not really their problem. If he can't remember where he was, or they can't find him on their database, he's going to have to pass his test(s) again and he will be riding and/or driving illegally until he does so.

It's unfortunate, and I feel a bit sorry for him, but it has always been clearly written on the licences, even the old paper ones.

Any old insurance documents still to be found in his home and if ever went to a local insurance office that may still have record of his details on file maybe his last insure if done via phone/online maybe they still have record of what driving license number was on file?

No I'm afraid not. You can work out the driver number except the last two digits... will have to guess those. Only 676 combinations to try...
