21/5w which element for driving and which for stop light?

I'm just about to wire a dual filament stop/tail light into my bike, would I be right thinking the 21w element would be for the brake and the 5w the driving light? Or is it the other way??

5 watt for riding, the brake light is always brighter than the tail light
