So in that context, the Queen and the governor of the bank of England should be held responsible if anyone was to die in an armed bank robbery, for producing the cash in the first place.

Sounds daft, but if 15,000 people turn up and mayhem ensues, the police will be expected to police it like a football match, which will cost them money.

A bit short sighted of them to try to close down a local event or get someone to take responsibility for keeping it orderly, but if some people get tramples in a rush and there are only 3 coppers there, it will be hillsborough round 2 just on a smaller scales as its not a confined area.

He washed his dishes in the bath... did you really have to read a few times to confirm that he is indeed a crack head? Laughing

did you read the article ?

15000 people did turn up to the last event

Maybe the police are being over cautious, but big events involving 15,000 people usually have an organiser, who can be held responsible if anything goes wrong.

This one doesn't so maybe police would be called on if something does go wrong, which means maybe they should be present, which means a lot of use of police time.

All they did was warn her she MAY be liable if something happened.

No one is being sued yet. If someone did decide to sue her, they would be committing social suicide.
