IMHO: Because MSF is a bloody joke that doesn't teach skills needed in real world riding. All their manoeuvres are done at slow speeds with no on road module to test them at. And as a result, he made a bad decision due to being ill equipped to do so.

In his comments he admits that he was looking to the right and not really paying attention to the road ahead. He also tries some BS about the car was slowing without braking so he didn't realise because the brake lights didn't come on.

Looks like he had room to pass on the inside of the car, but probably had target fixation.

Having watched it a few times he really wasn't paying any attention and had a long time to judge the closing speed.
More worrying is that he say's he's going to buy a car instead. That won't stop him rear ending people.

Fell asleep at the bars due to 8,000 miles of straight road.

He didn't avoid because it never occurred to him - his excuse is post facto, after watching his own video.

What a div. The little story in his description really pissed me off. Trying to make it sound like another major event in his epic hero life.

I don't think US motorcycle training standards are much to do with this incident. He just made an idiot mistake. And he's an idiot.

I could see shadows of tassels there before he parked the juggernaut in the car. I was willing the car to speed up towards us.

Did he have the steering lock on?

Look how fucking far away he was when he grabbed a handful of brake. Instant reaction would've been to swerve left, not try and brake hard from 70mph or however fast he was going.

Fair play though, mistakes happen but I would've avoided that easily, albeit narrowly.

And a handful of clutch. So his bike was coasting. No rapid downshifting or anything, probably didn't even touch his rear brake. Crashed like a child.
