Doesn't the Dropbox client do this?

Use google drive. It lets you create and edit basic docs online, then access or download them on any device. There are apps that make it just like a computer directory too.

I'm confused, this is the purpose of Dropbox?

Save it to your dropbox folder which then syncs it with dropbox. At uni I then logged in on the website, downloaded my files, worked on them, re upload it then it will sync with your pc at home.

I think he wants it to automagically download the latest versions to all devices?

You can use selective sync also. I have folders saved locally to the dropbox folder on my phone, I used to have a superset of those folders on my netbook dropbox folder until it died, and a set of work-related folders on my work computer dropbox folder, and they all automagically backed up to the dropbox on the net and to the relevent local machines. You get the occasional conflicted copy if you've changed the same file on two machines before it's managed to sync.
