Bike not starting

Its a 125cc (chinese) Scooter
Lexmoto Valencia.

Its got a bit of an on and off service history and is 2 years old now.

The other day it was making an odd noise and just as i thought uh oh, I clonked out on the side of the road.

Thought I had been keeping a close eye on the oil but it looks like it was running low (not empty though) [4 stroke].
It has now been topped up.

The electronic start is now just making a pathetic noise when i press it and the kick start is jamming but can move all the way down if done in sereval movements.

Has the engine siezed?
I've checked the fuse, brake fluid, oil and tyre pressure, which is pretty much all my knowledge base.
From what i've read this doesn't sound good, or cheap.

Any help or useful comments would be greatly appreciated, or any tips on fixing (or even a rough idea of price)
