It is a piss take on British detective shows. Instead of A touch of Frost, it is A Touch of Cloth. His last name is cloth.

Charlie Brooker is a bit of a hero of mine, and A Touch of Cloth is funny enough, but some of the lines are trying a little too hard to be "Police Squad"/"Naked Gun".

He mentions he loves Leslie Nielson and was heavily influenced by him when they made ATOC.
