On the direct gov website it says that at 19 you can go for your A2 license, is it possible to ride a bike that can be used for the A2 tests on L plates when im 19 but before the test to get experience on the bigger bike

I don't think so, you can have lesson on a a2 bike with L plates with a instructor present and in radio contact.

I believe you still have to be over 19 though. Unless its private property of course.

If you could do that, why would you bother getting a license? Very Happy

Radio contact with a DAS instructor, in possession of his training certificate.

It is not legal.

It is only permitted when you are under instruction of an instructor/examiner.

Some people seem to presume that the same laws apply as with cars and get a friend who has held their license for 3 years to join them. This is not legal but people do not realise.

It's also possible that the rider of that bike uses it for DAS purposes but just decided to take it out without bothering to remove the L plates. It's also possible that a friend is letting another friend borrow that bike for instruction, hence the L plates, and just can't be bothered to remove the L plates.
