Hello

I'm setting the Idle mixture screws on the 400 IL4 Honda

The manual says this, I'm not sure what to set it too. Is it 1 turn out from full closed or 1 further turn out from 2 1/4 turns out?

between 2 1/4and 3 1/4 turns out from fully closed,
so set it at 2 3/4 if you want it approx right

Another thing is, I'm just checking the float heights now, do I measure them when the whole body is upside down? so they are hanging out. Or when they are resting in the bowls?

float high is normally checked with carbs upside down, there is a way of checking with a clear piece of pipe that Kawasaki have specified in the past. not sure you some one here will be able to come up with the figures for that route.
