Mine go over the entire grip, including switch gear. There is a rubber hole that the bar end pushes into to keep in where it is. From the outside, you can access the bar end screw through this rubber hole, but everything else is covered. So no.
Edit: This makes it clearer.

If you got muffs to fit, you'd find that they'd block the view in mirrors like those. For mirrors fitted lower like you say you have, the muff would be in the eyeline to the mirror. For mirrors fitted like the photo, your arms would be twisting the muffs up, and would likely see less because of it.
If you were willing to live with the mirrors pointing up, you *could* poke holes in the muffs for the mirrors to appear out of. Depending on the attachment mechanism of the mirrors, the hole may not need to be very big - and the neoprene muffs are made of neoprene, they're a bit stretchy. And the mirrors would act as an additional anti-theft mechanism.
