Yes, it's carbed.
It's probbably just a sticky cable, sticky throttle tube or poor adjustment. Could also be a knackered spring.
All of the above happen to premium 10k bikes too, so i'd not be so hasty to blame it for being chineese  ____________________ Please be aware that the above post may be full of complete nonsense.
