https://www.gov.uk/government/organisations/vehicle-and-operator-services-agency

Can this be a good or a bad thing for bikers?

I wonder what they will call themselves Question

I do wonder if the DVLA will be amalgamated into this new combination.

Maybe even the Highways Agency as well.

Hell. Why not just call it the Department of Transport and save lots of money Question

Can't really get a rant on about it, other than that it seems like a shotgun wedding between an apple and a fish finger. I can't see much overlap between driver licensing and vehicle inspection, it's not like anyone pops along to get an MOT and pass their driving test. Absorbing the DSA into the DVLA would have made more sense.

All just Central Bleedin' Services, innit?

Maybe they'll start doing an eyetest with the MOT and only let you take the car if you can answer 5 questions from the theory test?

Thinking actually, might not be such a bad idea!

Let x be the DSA budget, y the VOSA budget and z the GUVNA (Grand Unified Vehicular Nitpicking Agency) budget. If z < x + y, then I am all for it. But something tells me that it will be >>, not <.

Main reason you see MOT testers sitting around is they have to take x minutes I thought - meaning if they get it done sooner, they can't do anything else until the time is up.

This can only be a bad thing.

Customs and excise had massive powers.

Inland Revenue had some limited powers, ultra vires was a great defence (to go beyond ones remit).

When they merged the IR got C&E's powers and started abusing them. I remember around 2005 onwards. HMRC would simply accuse you of stuff and then would ask you to prove you were innocent.

There were quite a few fishing expeditions too about overseas savings accounts. They simply accused everybody of being tax dodgers and said prove you aren't.

Er.

I've heard tell of places where the regular spanner monkeys do the 9am tests in 5 minutes, then the actual ticketed MOT "tester" rolls in at 9:20, regular as clockwork, walks around the bike, and signs it off.

Infamous behaviour, nobody should frequent such an establishment. Whistle
