I saw a Japanese guy dressed exactly the same in a bookstore in Osaka once. For all the attention he was getting he might as well have been invisible.

I went shopping in a 24 hour asda at 2am in full Waffen SS uniform about ten years ago.

I was bored. The security guard definitely wasnt.
