So in this area they paint the lines half as thin and a different colour to usual. Does this mean they wouldn't be enforceable because they don't fit the requirements?

If they aren't the size, colour and format stated in the statuatory regulations, they aren't road markings.

Looks to me like they can be 50, 75 or 100mm wide.

It doesn't really matter how they're painted, just that a reasonable person would know what they meant.

You can change the colour slightly to a dark cream in some conservation areas. I have had 50mm wide yellow lines put in where thicker lines would look a bit over the top. 100mm wide is the normal size.
