I recently replaced the regulator/rectifier on my bike and now, when using a multimeter, the volts are at 13.9/14v. The battery voltage doesn't drop below 9.6 when the bike is being started either. My problem is that my bike still wouldn't start this morning. The more I tried the flatter my battery became. I then charged my batt up and my bike started - all readings are as they should be. What could be stopping it from started properly without me charging it!

Possible that the battery is dead. If you're getting almost 14v when the engine is running, the charging system appears to be working.

agree
It sounds as if the charging system is Ok but the battery isnt holding a charge.
The colder weather isnt helping either, lead acid batteries dont like the cold and can lose about 30% of capacity in some circumstances
you dont say what bike but the smaller bike/scoot batteries dont usually have a lot of spare capacity to begin with

If its an unsealed lead-acid, check and top up the electrolyte in the cells. It's easy to do, and easy to not do.
