WTF? Is there some fundamental rule that I haven't been told about where if you see cones you just disregard them and chuck them to the side?

Hmm bit harsh i think i would have moved the cones or just parked in the middle of them..

why can't a bike park in a car space anyhow ? what if the bike park is full etc.. Question

What hospital?

I've seen situations of bikers complaining at tickets being on their paintwork and the ticket being nulled. It's finding a non automated phone number to call and go mental thats the tricky bit.

In terms of non-payment, would the police ever come into the picture. E.g. after several months get a warning letter or some shit or does it stay between me and the retarded parking attendants at paisleys RAH.

Depends who runs the parking racket there - my Google-fu is failing to discover that.

I wouldn't ignore it, but don't expect it to be fun: the Scottish Parking Appeals Service doesn't even have a web site. Pale

Forget about the circumstances, i.e. the cones. Focus on the procedural stuff, i.e. the "contract" that they'll say you entered into.

Do you have a picture of the speculative invoice? Did you take any pictures of the signs at the site?
