A bit of filler and the usual spray prep should do for a new coat of paint. David silver spares is a good bet for cheap original parts for the NS

What wattage are the indicator bulbs?
I have heard higher wattage bulbs could cause this (21w?).
There isn't a huge amount of wiggle room when it comes to power on these bikes either.
If you start the bike and rev it up to 5,000 rpm this should get the battery up to a healthy 14.5 v. If its lower than this then there could be a problem with the bikes charging system (regulator/stator).
This is all check-able with a multi meter and is covered in the service manual (resistance through pins of the regulator/stator pins etc).

I know regulators on the JC22 foxeye models like to blow regularly. Ironically, a cheap pattern reg has lasted a lot longer than the original regulator and a second hand one.
