I am in need of a small motor and controller.

Ideally mains powered but I don't mind if the actual motor is DC so long as it comes with the necessary electrickery.
I need to be able to control the speed of the motor from stationary to a maximum of 250RPM. Ideally via a potentiometer.

I was thinking stepper motor but it would need to be an all in one package since I know nothing about IC's really. It doesn't need a feedback loop so stepper motor is not necessary, it is just an option since a lot seem to come within the RPM and power range I am looking for.

It does not need to be powerful at all. Probably 100N maximum.
The loading is mainly axial but there will be some sideways loading so that needs to be taken into account.

So does anyone know what or where I could find something that does all this?

It would be more useful if you can supply details of what job the motor will be doing?

It is part of a larger more complex machine that doesn't use any other proper electronics. It is basically operating a reciprocating paddle which directs oil flow one way or another. There is a reason I am using this sort of mechanism over a ready made valve but I can't go into details further than that.

Price. Well under £20 bulk price would be ideal but I have no idea whether that is possible. I don't mind high one off price if bulk prices are lower.

You will have to contact the seller to get the complete spec.

But the other 2 should power fine up to a 40v DC motor with 400W, so find any motor that suits your application, and that is your control stuff for it.

100 newtons (about 10kg/f), that a fair amount of torque.
i would think you would struggle to get 100N motor for less than £20.

as an idea i am using a £15 bi-polar stepper that produces 44N/cm (about 0.44N/m) connected to £50 of driver before being controlled by the a CPU, with the correct driving cycle it sill pretty hard to stop providing you keep a 50% duty cycle and pulses at the correct length.

the driver will drive up to 4A per coil (current motor is 1.7A per coil) however getting a stepper up to your requested 260 rpm will be the challange (not just driver wise but motor wise)

Buy a used drill that has adjustable speed, then?
You may have to add gearing to get to 100n.
