753 tubing is the super tasty stuff and Harry Quinn is a high quality manufacturer. Both put it firmly into the "Highly desireable, top-end steel frame" category in my book. Just the ticket for a vintage racer or a classy and lightweight fixie.
What I suspect is going to screw the job up is the frame design. "ladies bicycle" says dropped crossbar to me. Not in vogue these days, even ladies have realised they can ride a bike in trousers or shorts without being stoned/burned at the stake. Triangulation is what you need in a frame to make it lightweight, strong and rigid and for that you need a crossbar.
That said. Flog it on ebay. Some hipster will probably give you top-dollar to use it for a fixie conversion if you market it right.
