Looking at building a cheap tandem if there is such a thing...

I've seen this and was considering it however It looks like the 'new wheels' the guy bought are both rim brakes while that might be okay on the front, the rear seat stay cross beam where one would normally mount a rear rim brake is miles above it.
This leads me to believe I have 2 options, Weld in a rear brake mount across the seat stays.
Or build a new rear wheel with a hub brake.
Now looking at building a rear wheel blows the budget completely a 3 speed hub with Drum brake is £100, that's before getting the associated levers. Add on that and spokes/rim and the build and I'm probably looking at £250 on top of the purchase price just to have a bike with a working rear brake and gears.
Is welding in a rear brake mount a bad idea? Any other advice? ____________________ Well, you know what they say. If you want to save the world, you have to push a few old ladies down the stairs.
Skudd:- Perhaps she just thinks you are a window licker and is being nice just in case she becomes another Jill Dando.

Tandems sometimes have drag brakes in addition to whatever else is on there, the two I've hooned on have had hub brakes with an old STI- type shifter on the bar to allow you to put it on and leave it on. Thought it was nonsense till the first down slope. Nope.

The Wheels are 26" so I'd want to change them anyway, I'm still undecided as to whether to go for it or not, I asked whether the seatposts move and he doesn't know I don't know whether he is lazy or lying.
I have old disc brakes from my Mountain bike maybe get some 700c Disc wheels.
How easy would it be to fit a rear derailleur to this frame? ____________________ Well, you know what they say. If you want to save the world, you have to push a few old ladies down the stairs.

Look like bog standard horizontal dropouts from the pictures so you just need a deralieur hanger to slot in there.
If you werer using it with a disc converter like I posted above, you might need a longer axle so they both bolt through.
As long as you don't mind a bit of weight and only 7-speed. A shimano tourney is tough as old boots, cheap and comes with one. Tenner, delivered.
Remember, standard casette hubs are 130mm over locknut diameter. 3-speed hubs can be 119mm or even 111mm. As such, you'd need to "cold set"* the rear part of the frame.
*This is framebuilder parlance for stick the biggest bit of wood you can find through the frame, brace it against the dropout and the seat tube then lever it apart until it's the correct distance. ____________________ “Rule one: Always stick around for one more drink. I've decided that one is too much of a gamble I took a punt of £40 on it but it is already past that. I did think about getting a 6/7 speed set up on it however I figured if I did that that would require at a minimum new chainwheels that aren't single speed pitch possibly new cranks too. That combined with the likelihood of new wheels, braking issues, the chance that either seat post or the quill stem could be solid and the fact it would require driving to watford has put me off.
However I spied this newer bike
