Sold my scooter a few weeks ago. Sent off the V5 and that was that.

Got a fine from Camden council showing the scooter in a bus lane on the 16th. Obviously was the new owner.

So rang DVLA who claim they have no record of receiving the new owner slip therefore I'm still the registered keeper.

How do I contest this with the council? Do I just give them the new owners details and that's it? Will they then chase him directly?

I can prove the sale as I have a photocopy of the V5 with his details and signature on it, and various texts/emails confirming sale and pick up time etc.

There ought to be a part for you to say "I was not the driver." and furnish them with the details of who was the driver.

Keep a copy staple a proof of posting to it (free if you post it from the post office).

I'd be tempted to bung a copy of the V5 with a covering letter back to the DVLA in a similar way.

Eh. Shit like this is why I'm surprised the previous owner of my Thunderace was so shite about getting the logbook out to me so I could do the change of owner slip. I could have ridden that thing around uninsured, unlicensed and got him in a whole heap of trouble. I wouldn't, cos I'm not completely stupid, but I still don't have the logbook and it's sheer luck I have the change of owner slip with HIS details from the owner before him and could refill it in and send it back for a new logbook.

Maybe, maybe not but if you at least do it you have some recourse and you have a record of who you put down as the new keeper.

Does nobody write out receipts any more? I write a receipt with my name and address, plus the buyer's name and address, and we both sign it and get a copy each. 2 minutes work and I never had a complaint.

I don't have a receipt per se but I do have emails from him confirming pick up time and also hat he's really enjoying the bike itself.

I did keep a high res colour scan of the V5 before posting so there's that too..

Went to the Camden council website to challenge this. There is an option to declare I was not the rider. In the statement bit I just told them when it was sold and when V5 was sent to DVLA and provided new owners details. As far as I'm concerned I've given them all the information they need to lawfully chase the correct person for this penalty...here's hoping Neutral

i also put bike reg and time of sale and sold as seen on just to be sure Laughing

Well, not-a-fine and all that, but I'd be primarily concerned with getting the DVLA to acknowledge the change of keeper. Once you have that, you should be golden (eventually).

I'd send a second notification:

write to DVLA, Swansea, SA99 1AR giving the:

vehicle registration mark
make and model
exact date of sale
name and address of the new keeper
your signature


Recorded delivery, or at least free proof of posting.
